The central image does the quiet work here: rain scrubbing a city clean while something unresolved perches above it. That's the turn worth noticing — the first line offers renewal, almost cliché in its calm, and the second line undercuts it by introducing trouble before we even get a name or shape for it. "Vigilante" arrives already complicated, neither hero nor villain, just watchful and faintly unwanted. Then the poem lifts us to rooftops, putting distance between the cleansing below and the figure who won't be washed away with everything else.
The mood sits somewhere between noir and melancholy, wet pavement and streetlight, nothing resolved. What the compression achieves is restraint — no action, no backstory, just posture and weather. A second read makes you notice "troublesome" is doing quiet double duty: trouble caused, and trouble carried. The watching never stops; the rain does.
